Council Income
A council’s revenue is all the sources of funding it has available to spend. Most councils in South Australia receive the majority of their revenue through their council rates. Other sources of revenue are:
- service charges (such as wastewater charges)
- other fees and charges (like a fee for using the local pool)
- grants - particularly the Financial Assistance Grants provided by the Commonwealth Government.

Council Rates
Council rates can change when a council decides to increase its rate revenue. Other factors such as an increase in the number of rateable properties in the council area through development can also affect rates. Council rates do not increase because the valuation of existing properties increase.
